Kingsway Crescent is a local street that extends from The Kingsway in the south to Old Dundas Street (which then connects to Dundas Street West) in the north. Kingsway Crescent has a basic one-lane each way cross-section and is characterized by the residential single family dwellings fronting on both sides of the street with each property, generally, being provided with a driveway accessing parking garages and parking areas. There are no sidewalks provided on Kingsway Crescent today south of Bannon Avenue while a sidewalk is provided on the west side of the street northwards to Dundas Street West. The introduction of speed humps would desirably advance the safe operation of this section of Kingsway Crescent through a reduction of speeds on this section of street but also recognizing its curvilinear alignment, the prevalence of turning movements (forward and backwards) to and from private residential driveways on either side of the street and the provision of pedestrian sidewalk facilities on only one side of the street. Widespread support from local area residents have been demonstrated. BA Group was retained by local area residents to conduct a study that recommended the installa…

2150 and 2194 Lake Shore Blvd and 23 Park Lawn Road (the “Lands”) is a phased, mixed use development approved by Council in 2022 that comprises approximately 7500 residential units, including affordable housing, as well as two on-site parkland dedications, a new GO station, and community facilities such as a new public library, community recreation centre, two child care centres and a community agency space. The required conveyance of lands for parkland purposes, pursuant to Section 42 of the Planning Act, R.S.O. 1990. C. P. 13, for the Lands, must be completed prior to the issuance of the first Above-Grade Building Permit for the first building in Phase 2 and in Phase 3, respectively, in accordance with Chapter 415 of the Municipal Code. However, in discussions with the Owner, there are certain construction constraints within Phase 2 and 3 of the development, each of which comprises multiple high-rise towers and the construction of new public streets, that necessitates the delay of both parkland conveyances until first residential occupancy of the last building adjacent to each park site. Overall, the delayed conveyance of the parkland will allow for minimal disruptio…

The applicant applied to the Committee of Adjustment requesting variances from Site-Specific By-law 187-2022 (Application Number A0269/23EYK), including variances to height, maximum permitted gross floor area, maximum number of dwelling units, minimum number of parking spaces and amenity space. Specific By-law 187-2022 zones the subject property to permit a mixed-use development consisting of two towers of 27-storeys (Tower A) and 33-storeys (Tower B) connected by a 4 to 6-storey base and providing a maximum of 688 dwelling units. The applicant seeks to increase the number of permitted dwelling units to 750, constructing a mixed-use development consisting of a 29-storey mixed use tower (Tower A) and a 38-storey mixed-use tower (Tower B) connected by a 6-storey base with amenity space above. On November 9, 2023, the Etobicoke York District Panel of the Committee of Adjustment approved the requested minor variances, with conditions including an agreement pursuant to s. 45(9) of the Planning Act securing a cash contribution of $484,500 (Decision in Attachment 1). In its report dated November 2, 2023, City Planning Staff noted concerns with six of the ten variances relating to the pro…

65 Rexdale Blvd. has been home to the International Muslim Organization’s (IMO) mosque since 1994. It has been used as and will remain as a place of worship by a large and committed congregation. The City of Toronto is in the midst of a housing crisis. The City has pledged to build 285,000 homes by 2021. The IMO seeks to redevelop their site to construct a new, nine storey residential rental building with approximately 220 rental units, a new publicly accessible park and to rebuild the mosque. Twenty to thirty percent of the units will be affordable pursuant to CMHC guidelines. This site is appropriate for a mixed use development as it is across the street from another multi-residential building and a short walk to community amenities such as Toronto Public Library’s Northern Elms branch, a pharmacy, a bank, and a variety of large-format retail stores. 65 Rexdale Blvd. is also in proximity to properties used for light industrial activity, such as logistics firms, that in other contexts could be viewed as a transition area to mixed use development. This is a request for a Minister’s Zoning Order (MZO) to permit a mixed use development. As such, site plan approval…
