This report responds to MM31.12 and will support the North York Harvest Food Bank in meeting rising food scarcity needs in Toronto. This report seeks City Council's authority for the adoption of the necessary By-law to designate a portion of the property owned by TK Group Limited and leased to North York Harvest Food Bank as a Municipal Capital Facility and to provide an exemption for municipal taxes and education taxes. The Municipal Capital Facility Agreement authorized by the By-law will provide an exemption for approximately 31,830 square feet plus ancillary parking at 4050 Chesswood Drive. This property is eligible to be deemed as a Municipal Capital Facility due to the provision of social and health services.

Following the Board’s consideration of the International Association of Public Transit (UITP)’s Asset Management Peer Review, direction was given to TTC staff to develop a plan to implement enhanced signal priority on all streetcar routes, in partnership with the City of Toronto. This motion provides further recommendations for TTC staff to explore additional measures to speed up streetcar lines, including signal timing adjustments at intersections, how parking and turning changes can help to cut through rush hour traffic, ensuring that stops are reasonably spaced, and looking at internal TTC policies that govern vehicle speeds. Through collaboration between the TTC and City of Toronto, we can continue to improve our streetcar network for every rider that depends on it.

The recent opening of Line 6 is an exciting and important addition to transit infrastructure in the City of Toronto. Line 6 will bring rapid transit options to more than 230,000 residents within walking distance and move more than 51,000 riders each weekday. It runs on a dedicated right-of-way along Finch Avenue West, from Finch West Station on TTC’s Line 1 (Yonge-University) to Humber Polytechnic’s North Campus at Humber College Station. To ensure its success, the Finch West LRT must be fast and convenient to use. The TTC Board must ensure it exhausts every opportunity to realize this vision of fast and convenient transit for our customers. As the TTC continues its soft opening of Line 6, there are opportunities to improve its performance and speed along the route by looking at more aggressive, active transit signal priority, increasing service frequency, and removing or changing internal TTC, City of Toronto and Metrolinx policies that affect vehicle speeds. The Board is also cognizant of the imminent opening of Line 5, slated for 2026, and seeks to ensure that all learnings from the opening of Line 6 are applied, as appropriate, to Line 5. It is critically important…

On November 13 and 14, 2024, through PH 16.7 - Tenancy Update: Beech Hall Housing Co-operative ("Beech Hall") and Alexandra Park Housing Co-operative ("Alexandra Park"), City Council authorized extensions to the lease agreements, on the existing terms and conditions, for up to one year, to allow for the negotiation of new lease and operating agreements as required under the new policy framework. Over the course of the year, staff from the Housing Secretariat and Corporate Real Estate Management have worked with Beech Hall and Alexandra Park to collect and assess site-specific information needed to inform the development of lease agreements. In addition, City staff initiated and advanced work with both co-operatives to support the upgrading of existing housing assets and to explore opportunities for growth under the City’s Ground Lease Policy Framework. As additional time is required to finalize the development of the lease and operating agreements, this report requests City Council’s authority to extend the existing lease agreements by up to two years.

The development of the City’s 2026 budget is currently underway. The budget process includes addressing an opening operating budget pressure of $1.072 billion, while also ensuring funding is available for the delivery of valued City services. Building on the $680 million and further $620 million in reductions and offsets identified in the 2025 and 2024 budgets respectively, it is imperative that the City continue to identify opportunities to streamline processes and operations within City divisions and agencies to ensure efficient delivery of services. Toronto Parking Authority is a mid-sized City agency with a 2025 budget that includes over $144 million in operating expenses and a 10-year Capital Plan of just under $400 million. The Toronto Parking Authority incurs expenses for management, technology and external supports that duplicate resources and expertise that reside in City divisions. There are also opportunities to examine how capital expenses are financed that both considers asset types and life; and current infrastructure requirements, consistent with other program areas in the City. This motion directs the City Manager to conduct a thorough operational review and…

This motion is to express support for the provincial government’s proposal to ministerially zone the lands known as 1875 Steeles Ave West to limit building heights in order to safeguard the continued operational viability of Sanofi Pasteur Limited’s biomanufacturing campus at 1755 Steeles Avenue West. The Ministry of Economic Development, Job Creation and Trade has requested the Minister of Municipal Affairs and Housing for the Minister’s Zoning Order which would limit all buildings and structures on the Subject Lands to a maximum height of 33 metres. Currently the Subject Lands is occupied with an existing 4-storey, 120 unit rental apartment building. An application for a zoning by-law amendment and rental housing demolition to permit a 39- and 33-storey tower connected by a 14-storey podium was refused by City Council at its Meeting of July 2, and 25, 2024. The owner of the Subject Lands appealed the refusal to the Ontario Land Tribunal. One Case Management Conference was convened by the Ontario Land Tribunal. No hearing dates were set. The Sanofi facility is located within a Provincially Protected Employment Zone on a 21 hectare parcel comprising over forty bu…
