This report recommends that City Council adopt the recommended Jane Finch Secondary Plan and associated Urban Design Guidelines, to provide a comprehensive planning framework for the area around the intersection of Jane Street and Finch Avenue West. This Official Plan Amendment (OPA) would leverage the significant public investment in new transit infrastructure through the Finch West Light Rail Transit (LRT) by directing development to appropriate locations, transforming the area to support walking, cycling and transit use, and identifying public realm improvements and community facilities necessary to meet the needs of existing and future residents and workers. It advances the vision of an inclusive, transit-supportive and climate-resilient complete community, with a strong mixed-use core where local-serving retail and service uses would continue to thrive. The Secondary Plan would facilitate the development of significant new housing, with policies that encourage a diversity of housing types, forms, tenures and affordability. The Secondary Plan centres equity with a focus on outcomes for Indigenous, Black and equity-deserving groups, including implementation policies that would…

Together, the City of Toronto Act, 2006, and the Municipal Elections Act, 1996, prescribe rules and impose deadlines with respect to filling a vacancy in the office of a member of City Council. This report identifies Council's two options for filling the vacancy in the office of Councillor for Ward 15 - Don Valley West resulting from the passing of Councillor Jaye Robinson. City Council must declare this office vacant at its next meeting on June 26-28, 2024. Then, within 60 days of the office being declared vacant, Council must either fill the vacancy by appointment or pass a by-law requiring that a by-election be held. The person appointed or elected to fill the vacancy will hold office for the remainder of the term, which ends on November 14, 2026.

The applications propose to amend the Official Plan and create a Site and Area Specific Policy (SASP), and amend city-wide Zoning By-law 569-2013 for the lands at 1911 Finch Avenue West, the current site of the Jane Finch Mall. The Official Plan Amendment would introduce new policies that would govern the long-term, multi-phased redevelopment of the entire site, including the location of new streets, blocks, parks and open spaces, commercial and residential uses, the delivery of new community service facilities, and the phasing of new development. The rezoning would permit the development of Phase 1 fronting on Finch Avenue West between Jane Street and Driftwood Avenue. Six new towers are proposed, with heights ranging from 28 to 47 storeys. In total, Phase 1 proposes to deliver 2730 new residential units and 5668 square metres of non-residential gross floor area, consisting of retail spaces, community space, and a daycare, and a network of new streets, parks, and open spaces. During Phase 1, most of the Jane Finch Mall will be retained, with approximately 2500 square metres of the 22,509 square metres proposed to be demolished. The proposed development is consistent with the Prov…

The purpose of this report is to provide Infrastructure and Environment Committee with updated cost estimates and project information associated with the potential construction of a sanitary sewer on Ridgewood Road, the costs for which would be recovered from property owners through a local improvement charge. Road reconstruction and new sidewalk construction is planned on Ridgewood Road, with construction anticipated to begin in 2026. Although delivering the proposed sewer with the road reconstruction and new sidewalk could provide some cost and construction coordination benefits, bundling the two projects would result in the 2026 construction start being delayed to accommodate potential sewer design work. At its meeting on March 20 and 21, 2024, City Council directed the City Manager to consult with the Minister of Municipal Affairs and Housing on the feasibility of amending Ontario Regulation 596/06 under the City of Toronto Act (the "Regulation") and to make any other legislative or regulatory amendments to allow the City to impose local improvement charges using different methods from those set out in the Regulation for the construction of the Ridgewood Road sewer. Toronto Wa…

The vibrancy of Toronto’s main streets are dependent upon successful local businesses. Small restaurant, bookstore, clothing shop, and cafe owners give our neighbourhoods their unique character. Unfortunately, too many local businesses are under threat from unfair commercial rent hikes. Unlike residential rentals built before 2018, there is no rent control for small business owners. This lack of protection has resulted in neighbourhoods losing far too many of their favourite stores and restaurants in favour of chains that can afford higher rent. According to data from the Better Way Alliance, an Ontario-based network of employers, in Toronto, commercial retail rent increased by 20 percent between 2021-2023. This places significant pressure on many businesses, forcing many to shut down due to unsustainable increases as high as 20-100 percent. Based on a survey conducted by the Better Way Alliance, over half respondents indicated that rent represented more than 60 percent of their overall expenses. Beyond inflation commercial rent hikes not only affect current business owners but discourage new entrepreneurs from starting a business in the first place. Bar and restaurant owner…

Since October 2023, there has been an increase in protests and demonstrations across the world, and Toronto has been no exception. In March 2024, Toronto Police Chief Myron Demkiw reported that Toronto has seen a 93 percent increase in hate crimes since October 7, 2023. A shocking 56 percent of incidents have been antisemitic and target Toronto’s Jewish minority – but there have also been increases in anti-LGBTQ hate, anti-Black hate, and anti-Arab, Muslim and Palestinian hate. At the October 2023 Council meeting, Council unanimously passed Mayor Chow’s motion 2023.MM11.37, “Keeping Toronto Safe from Hate.” This motion supported the creation of “community safety zones… inclusive of areas surrounding places of worship and cultural and religious daycares and schools recognized as a potential target for hate.” To date, no such zones have been created. Instead, demonstrations continue to occur close to and target such facilities, creating fear and distress for many Torontonians. This is why we ask the Province to urgently develop policy and legislation to create safety zones with a radius of 50 to 150 metres, modelled on the “bubb…
